Pioneers[]
Pioneers are the first level of civilization for people living on your island and are proceeded by settlers. They have the least ammount of needs and their houses can hold 8 pioneers per house.
Goods and Public Buildings[]
Every level of civilization in the game has certain needs and wants. You always must suply the things that they need, otherwise they leave the island. If you give them one or more things they want, you can raise the taxes. If you give them evrything they want, your people will promote to the next level of civilization and what they want will become their needs.
